An Admin (and the Owner) on an event has access to change other users Permissions on the event. To do so you simply click the setting cog wheel on the user in the Subscriber/ Admin list on the event you want to edit and click the ”Move to Admins/ Subscriber” on the user you want to change. Here you also have the option to remove the user from the Event.
